To secure the backup capability of the water supply system and in order to meet increased demands, First Balfour, together with its joint venture partners CMC di Ravenna of Italy and Chun Wo Construction & Engineering of Hong Kong, entered into a contract with Manila Water Company, Inc (Manila Water) to design and construct the PhP 5.3 billion Novaliches-Balara Aqueduct 4 (NBAQ4) project.

The NBAQ4 project is one of the largest water supply infrastructure projects ever undertaken by Manila Water, entails the construction of a fourth aqueduct from the La Mesa Reservoir to the Balara Treatment Plants (BTP) 1 and 2 to improve the reliability and security of the raw water transmission system – the first time in the Philippines a Tunnel Boring Machine (TBM) will be used in an urban setting and to build the aqueduct.
